Snuggled in the secure shadow of the rugged Rocky Mountain foothills, thirty miles northwest of Denver, Colorado, Boulder (population 95,000) is home to the University of Colorado and is a vibrant and  intellectually-stimulating place to retire.  This is a very outdoor-oriented community and has an educated population.   It has a laid-back affluence and is a socially and politically liberal spot in an otherwise conservative state.  The quality of life is excellent, and part of this is the low crime rate, which is well below the national average.
